Seen on Tree Leaves that Over-Wintered on the Street

My interpretation

The skeleton of the leaf appears to have a complex layered structure. There is a heavy lattice throiugh which you can still see the original transparent cells. Then there is a darker growth of cells that may be some kind external growth. The circular growths are a bout .01 mm in size.
